It’s time to delve into the identity of the Phantom Ranger. This is one of the biggest theories in Power Rangers lore, which is that Billy was the Phantom Ranger in Power Rangers Turbo. As it turns out, we agree.
It was about a year after Billy left for Aquatar to repair his aging disease. The Phantom Ranger never revealed his identity, was never seen outside his Ranger form, and yet knew too much about the Earth and the Ranger’s planet to be just some stranger.

Phantom Ranger Evidence: Billy Knows How To Make Zords
Some fans think that this is a stab in the dark, but to be fair it makes a lot of sense. So, let’s investigate:
The Phantom Ranger came from space and brought with him new Zords for the Turbo Rangers. He also gave them information that came from informed sources. Picture this, Billy had already departed the Earth and by the time the Phantom Ranger appeared with the team that the torch was passed to, Zordon had also left the Earth.
It is entirely possible that during this time, Billy and Zordon had a meet up between Aquatar and Eltar.
Let’s take a close look at the toys the Phantom Ranger brought along with him. Our theory is that the Turbo Rescue Zords and the Artillatron were created by Billy. This would not be the first time Billy helped create Zords for the Rangers.
Also, to throw in another clue, When the Space Rangers come to his aid, he supplied them with the Delta Megazord. Perhaps he and Zordon could have also created this as well. It is possible that by living on a planet with more advanced technology than Earth, Billy could have created the Phantom Ranger powers and put them in a powered-up suit, rather than introduce an actual morpher with powers.
Even with all this evidence listed, it’s still likely not to be confirmed. But it does look like the Phantom Ranger was a creation by someone who knows the ins and outs of being a Ranger.
